Ithaca's Common Council is reviewing an expanded apartment complex proposal for Whispering Woods on West Hill, after initially telling developers to increase units and reduce parking. The revised plan calls for 75 units across five four-story buildings, up from the original 48 units in three-story structures, with parking reduced from 48 to a flexible 36-48 spaces. The $13.7 million project requires a Planned Unit Development zoning approval from Common Council, with a public hearing scheduled for August 19. However, neighborhood residents and some council members, including former Alderperson George McGonigal, have raised concerns about traffic safety on narrow Elm Street and the suitability of the steep wooded lot for such development. The proposal includes pedestrian improvements like a rebuilt staircase and relocated crosswalk to address walkability concerns, and the developer will fund water infrastructure upgrades along Elm and Chestnut Streets.
